Why does PayPal charge two different rates for "goods and services"?
PayPal's rate depends on how the buyer actually paid, not just that the payment was tagged goods and services. A PayPal Checkout or invoice payment runs 3.49% + $0.49; a payment sent as goods and services through Send Money runs the lower 2.99% + $0.49. Both are real, current PayPal rates for the same underlying protection -- pick whichever matches how you're actually getting paid.
How much more does an international payment cost?
PayPal adds 1.50% on top of whichever domestic rate applies when the buyer is in a different market than you. On a $100.00 PayPal Checkout payment, that's the difference between $3.98 domestic and $5.48 international.
What are micropayments, and when does that rate apply?
PayPal's micropayments rate (4.99% + $0.09 domestic) is a separate, optional pricing plan aimed at very small transactions, where the usual fixed fee would eat a disproportionate share of a low-ticket sale. It has to be requested/enabled on the account; it isn't PayPal's default rate for a small sale made through a standard account.
Does PayPal's fee come out before or after I see the payment?
PayPal deducts its fee automatically at the moment the payment lands -- what you see credited to your balance is already net of the fee. This calculator shows you that same net number, plus the fee broken into its percentage and fixed components, before the money moves.
