How much extra does an international card cost?
Stripe adds 1.5% on top of the standard rate when the card was issued outside the US, and a further 1% if Stripe has to convert currency to settle the payment. The two surcharges are independent -- an international card in your own currency only adds the first one; a domestic card charged in a foreign currency only adds the second.
Is this the same rate as Stripe's payment links or Checkout?
This is Stripe's standard, pay-as-you-go card processing rate, which is what most of Stripe's own hosted products (Payment Links, Checkout) charge for card payments by default. Custom volume pricing, non-card payment methods, and Stripe's other products (Billing, Connect, Radar) can carry different or additional fees not modeled here.
Does the fixed $0.30 fee change with currency or amount?
The 30-cent fixed fee is per successful transaction and doesn't scale with the amount charged -- it's proportionally more expensive on a small transaction than a large one, which is why very-low-ticket sellers often look at a different payment method entirely.
